MASTER'S PROGRAM IN ECONOMICS

About the Organizers: The Economics Education and Research Consortium is a group of distinguished international donor organizations that joined forces in 1996 to modernize economics education and research in the New Independent States (NIS). Donors to the EERC include leading private and corporate foundations, international organizations of both European governments and US governmental sources. The EERC members contribute both financial support and policy guidance.

National University of Kiev-Mohyla Academy (NaUKMA) is a liberal arts institution, the recognized leader of education reform in Ukraine.

General Information: This is the first English language international caliber master’s program in economics in Ukraine. The goal of the program is to produce professional Ukrainian economists, highly trained in modern, market-based economics. They will become leaders in economic policy circles in Ukraine, either immediately after completing their master’s degree or after completing a Ph.D. abroad. Upon their graduation students receive master’s degree from NaUKMA.

There is no tuition charged on the EERC master’s program. Students receive a living stipend, and out-of-town students receive free housing provided by the University. Textbooks and other learning materials are also provided free of charge. Everything possible is being done to provide EERC students and faculty unrestricted access to the worldwide economics professional and intellectual community. The program has its own library and computer facilities including high-speed Internet access and e-mail accounts.

Admission to the program is based on merit, and is open to any citizen of Ukraine or Belarus who meets the basic requirements for admission:
- Applicants must have received a specialist’s or bachelor’s degree by the time of entrance from an accredited institution (3rd or 4th level of accreditation).
- Proficiency in English and strong mathematical skills are indispensable.
- Prior specialization in economics is not mandatory.

Applicants take examinations in English, Ukrainian, mathematics, and economics, and have a personal interview. Admission decisions are based not on exam scores alone, but on an overall evaluation of the student’s potential for successfully handling the high demands of the program. The examination in Ukrainian is designed to measure the level of fluency in modern literary Ukrainian. The test will consist of written summary and possibly grammar excercises.
Applicant from Belarus will be required to pass the test in Ukrainian after they complete the four-month intensive course.

The English test is designed to evaluates the levels of profeciency in Listening Comprehension, Reading Comprehension and Writing

The mathematics examination covers such topics as:
- Analysis of single-variable functions
- Linear algebra: matrices, systems of linear equations
- Basic tools of statistics: mean, variance, standard deviation, correlation
- Linear programming

The economics examination serves as a basis for the personal interview and is designed to measure the applicant’s ability to:
- Understand basic concepts in economics;
- Interpret simple economics graphs;
- Apply basic economic reasoning to everyday issues.

Each candidate will be interviewed in English by a program representative or professional economist. The interviewer will ask questions on the applicant’s educational and professional background, academic and career goals, and English-language proficiency. The interview will also include discussion of the economics exam and the candidate’s application essays.

Applicants who have received an official paper-based TOEFL score of 550 or above or computer-based TOEFL score of 213 or above within the last two years will not be required to take the English exam. Graduates of Kiev-Mohyla Academy who received a final score of 91 or above in English will also be exempted from this test.

All courses are taught almost exclusively in English by faculty visiting from Western Europe and North America.

The first year of studies consists of four rigorous full-year sequences in core courses: macroeconomics microeconomics mathematics for economists econometrics/statistics The purpose of each of these courses is to give students the extensive knowledge base and advanced tools they will need for further graduate work in economics. First-year students also must take additional non-economics courses (Logic, English, etc.) and attend special workshops (e.g., orientations to the library and Internet). These courses and workshops, although required, do not count toward the degree.

Course offerings for second-year students vary from year to year depending on visiting faculty specializations and research interests. Exact content and complete syllabi, indicating textbook choices, are pending further input from the instructors. Second-year students have on average four courses per term, one of which is in the form of a research workshop. Second-year students may choose among elective courses each term, but must complete 20 second-year courses (five terms of the Research Workshop plus fifteen elective courses) in order to receive the degree. The precise second-year courses offered each year vary.

Stipend: All students receive a monthly stipend in Ukrainian hryvnia. The stipend is paid on or about the 20th of each month in the amount currently equivalent to $100 at the exchange rate established by the National Bank of Ukraine. Any applicable taxes are subtracted making the stipend equal to approximately $80 at the market exchange rate. Following the end of the second miniterm of the first year, students with a cumulative grade-point average of 3.33 (B+) or higher will receive a supplement to their stipend, equivalent to $25 per month (minus applicable taxes).

A high percentage of the EERC graduates are admitted to Ph.D. programs abroad, further fostering Ukrainian understanding of the West and helping promote Western appreciation of Ukraine. They are studying at a wide array of universities throughout Europe and North America, including the University of Wisconsin, University of Bonn, Simon Fraser University (Vancouver, B.C.), University of Toronto, Stockholm School of Economics, Ohio State University, Purdue University, University of Pittsburgh, and American University. Each graduate continuing studies abroad has received either a full or a very substantial scholarship from the admitting universities to support their studies.
